A federal 2009 IECC ResCheck is required for all new home construction unless heating solely with wood, pellets or other renewable heating sources.  Usually a heating contractor can provide a required ResCheck otherwise you can attempt it yourself by using the ResCheck web software.  You will need to have a copy of the building plans and know the U values and the SHGC of your windows and doors. Go to energycodes.gov and use the ResCheck-Web link. Use the 2009 IECC code.

Box 13 on the permit application requires a Total Building Heating Load which the 2009 IECC ResCheck does not provide.
